Challenge 21 is a dynamic economic development public/private partnership spearheaded by the Elgin Area Chamber of Commerce. It is committed to improving the quality of life in the Elgin Area by creating a more vibrant and diverse economy.

On the private side of the partnership, the Elgin Area Chamber's Challenge 21 program allows the business community to play an influential role in economic development and in creating new opportunities by:

• Shaping economic development policy

• Having access to important government and education decision makers

• Providing opportunities to advocate for business interests and a friendly business climate

• Overseeing the implementation of economic development initiatives and programs

Through focus groups and surveys, the business community has affirmed the key initiatives of the Challenge 21 program:

• Retaining and expanding existing businesses

• Recruiting new businesses, including retail development

• Building a skilled workforce

• Promoting Elgin's positive aspects and quality of life

• Striving for well planned and balanced growth, including efficient transportation networks.

In addition to Challenge 21, the Elgin Area Chamber Economic Development Department and the City of Elgin will provide you with a full range of assistance in site selection, information and research and incentives to meet your relocation, startup, or expansion needs. From conceptual planning through ribbon cuttings, the City of Elgin and Chamber are willing and able to help guide your project to fruition.
