City Government

In 1954, City of Elgin led the state in adopting the council-manager form of government. The significance of this voter decision is reflected in modern-day Elgin. The City Council formulates policy, approves the budget and levies taxes.

A professional City Manager is responsible for hiring staff and implementing Council policies.
